This is the strangest tax the world has ever seen. Other taxes are based on known percentages (income, sales, etc) or a fixed amount per unit (gas tax, 57 cents a gallon). This tax just sets an amount to be collected (8 Billion Dollars next year) and then tells the insurance companies at the end of the year, "Oh by the way, you sold 10% of all the insurance sold last year. You owe us 10% of 8 Billion dollars or 800 Million dollars." This is the end of the private insurance companies. Meantime, like a tax on fuel, this will end up rasing the price of EVERYTHING as the new tax is passed along to consumers.
